WebHost Manager (WHM) is a web-based tool used by server administrators and resellers to manage hosting accounts on a web server. It is used in conjunction with cPanel, a tool used by clients to manage their account. Also note a VPS WHM has many more features than a Reseller WHM and to view the VPS related features visit WHM for VPS.
