VTI stands for Vermeer Technologies Incorporated, who were the original inventors of Microsoft FrontPage, a website authoring program. Microsoft purchased VTI in 1996 specifically to acquire FrontPage and add it to their Microsoft Office Suite.

In your public_html folder, you will see a number of files and folders which start with _vti_. These files/folders are there to enable the use of FrontPage Extensions.

FrontPage Server Extensions (FPSE) are plug-ins that allow FrontPage clients to communicate with web servers, and provide additional functionality intended for websites. Note that frequent security problems have marked the history of this Microsoft proprietary technology.
